The image You send mee , is à picture of an anime call "cosmocats".
Very good anime but not the "city of gold".

It rather be "ThunderCats" in English, "Cosmocats" is the French name.
From what members said earlier, it's the main vilain of the show, an old mummy trying to grab the ultimate artefact off a young prince.
A really great show from our childhood, yet they did another new show back in 2010/2011.
